Democrat Cory Booker is announcing plans to reform the criminal justice system.

The U.S. Senate candidate is appearing in Jersey City at a church where Martin Luther King Jr. spoke weeks before he was assassinated. Wednesday is the 50th anniversary of King's speech at the Lincoln Memorial in Washington.

Booker and other mayors met with President Barack Obama and Attorney General Eric Holder at the White House on Tuesday to discuss reducing youth violence.

The Newark mayor is expected to speak about changing sentencing to lower the incarceration rate for lower-level drug offenses.

Booker has made prisoner re-entry programs a key part of his anti-crime efforts while mayor.

His Republican opponent, Steve Lonegan, has criticized Booker's record of controlling crime while mayor of New Jersey's largest city.
