On May 17, 2023, Detectives of the Special Investigations Section of the Atlantic City Police Department received information that Manuel Alicea was selling CDS from his vehicle and in possession of handgun. Detectives were also given the vehicle description, in which they were able to locate the defendant in his vehicle. For approximately 30 minutes detectives observed numerous individuals approaching this vehicle. When these individuals approached this vehicle on the driver's side, the front driver side window would be lowered, where Alicea was observed in the driver's seat. It appeared that these individuals would engage in short conversation before handing paper currency to Alice who in return appeared to hand a small item consistent with CDS to the individuals. At approximately 1:30 p.m., detectives began to approach this vehicle, activating emergency lights initiating a motor vehicle stop. Detectives exited their vehicle wearing outer carrier vests which had police patches and gear displayed. Alicea was ordered to stop reaching around in the vehicle. Detectives continued to give Alicea commands and advised him that he was under arrest. Alice then accelerated his vehicle, striking the police vehicle's door before fleeing the wrong way down Presbyterian Avenue. There was a warrant issued for the defendant's arrest, said the Atlantic County Prosecutor ’s Office.
