You’ve been served. Atlantic County Prosecutor Will Reynolds has officially filed a Tort Claim Notice against The County of Atlantic, numerous County officials, along with the Mayor of Atlantic City and numerous Atlantic City officials.
It is important to note that Reynolds has done this in both his individual and official capacities.

It is likely one of the most aggressive legal notices ever filed by a county prosecutor in New Jersey state history.
It may also prove to be one of the most unwise.
Atlantic County Prosecutor Will Reynolds has served initial required notice that he intends to file a lawsuit versus the County of Atlantic, the City of Atlantic City, the Atlantic County Executive, the Atlantic County administrator, the Mayor of Atlantic City and countless other county and city officials.
All of the Atlantic County and Atlantic City names are listed below in the official documents. Reynolds and his agency are being represented by a Philadelphia-based law firm … Bochetto & Lentz, who also have a law office in Mt. Holly, New Jersey.
We Have Obtained A Copy Of Both The Atlantic County & Atlantic City Tort Claim Notices
They are both dated today, Wednesday, March 18, 2026. They were sent by e-mail and hand delivered. We have also confirmed that both Atlantic Ciubty and the City of Atlantic City were served today.

Joe Jacobs & Frank “The Fish” Barbera
For reasons only known by Reynolds, he keeps bringing Joe Jacobs and Frank Barbera into his legal filings.
This makes at least three different Reynolds legal filings whereby he has stated that Frank Barbera (allegedly) works for Joe Jacobs.
I have spoken with both Jacobs and Barbera earlier today. Both have confirmed that Barbera has never worked for Jacobs.
Jacobs went on the record with an interesting encounter that he stated he had in the past with Reynolds.
“He (Will Reynolds) begged me to come to my home at an event that I was having with Governor Murphy and First Lady Tammy Murphy at my home.,”said Jacobs.
Joe Jacobs told me that Will Reynolds asked him: “Joe, would you help me to become the prosecutor” said Jacobs.
Jacobs told me that he advised Reynolds that “You don’t need to write a check. You can attend the event.”
Jacobs said that he didn’t know Reynolds at the time that he extended him this courtesy.
