An incident on the night of the 4th of July in Toms River that involved a fight and an unconscious man who was found in the middle of a road has landed a Scotch Plains man in jail.

27-year-old Raziel Mancebo has been charged with both simple and aggravated assault, according to Ocean County Prosecutor Bradley Billhimer.

Authorities say at about 9:15 PM on the 4th, Toms River Township Police were called to Cattus Island Boulevard and Hazelwood Road for a report of an unconscious man in the road. Cops found 56-year-old Alan Stever of Toms River with an apparent head injury. He was flown to Jersey Shore University Medical Center for treatment and remains in the hospital in serious but stable condition as of midday Thursday.

Billhimer's office says an investigation revealed that a black BMW was speeding on Hazelwood Road. As that vehicle approached Cattus Island Boulevard, a resident of the neighborhood, 50-year-old Jason Durante of Toms River, approached it and he eventually got into a fight with the driver, later identified as Mancebo. Authorities say Mencebo, "also became involved in a physical altercation with Alan Stever, striking him. Mr. Stever fell to the ground and struck his head on the pavement."

Mencebo fled the scene but surrendered to authorities on Thursday. He is currently being held at the Ocean County Jail pending a detention hearing.

Prosecutors remind the public that the accused is innocent until proven guilty in a court of law.
