One of the most tenacious citizen activists in New Jersey history has set his sights on the billing records of the Atlantic City Public Schools attorneys, present and past.

I have obtained a copy of an Open Public Records Act (OPRA) filed by John Paff.

Here Are Some Key Points Of Paff’s Request

Paff submitted the following addendum to his OPRA request as follows:

  1. All detailed invoices submitted by Tracy L. Riley or the Law Offices of Riley and Riley for legal services provided in the matter of Philip Eisenstein V. Atlantic City Board Of Education, Docket No. ATL-I-1200-17.
  2. All detailed invoices submitted by William Donio, Kelli Prinz or the Cooper Levenson law firm for legal services performed during 2015 and 2016 in connection with an employment matter that led to the termination of Philip Eisenstein.

I have confirmed that a special meeting of the Atlantic City Board of Education has been hastily called:

Immediately following receipt of this notification, the date of the Atlantic City Board of Education special meeting was changed to Tuesday, June 10, 2025, which just happens to be Primary Election Day in New Jersey.

Former Atlantic City Board of Education President John Devlin Says

I interviewed Former Atlantic City Board of Education President John Devlin about this OPRA request. Devlin said:

They’re going to discuss this OPRA request in executive session. It's not the ten year old (Phil Eisenstein) case … it's the legal billing that will sink the ship. I have been fighting to settle this case for years and they orchestrated my removal, said Devlin.

Devlin Has Long Complained About Exorbitant Legal Bills

John Devlin served for more than 20 years on the Atlantic City Board of Education.

Devlin exclusively told me:

“They are now paying damage control to bury her bills, that have been complaining about since being a board member, said Devlin.

“Since being a senior board member I would try to be a fiscal and ask questions regarding legal bills, and it was like Deja vu over again. (ACMUA), said Devlin.

”This meeting seems like they are going to try to hide the billing. There is no reason to have this meeting over an OPRA request unless they are trying to hide something,” said Devlin.
