About his registered not-for-profit, Former New Jersey State Senator Chris Brown said:

The Foundation was established in 1992 in honor of Arthur R. Brown, Jr., former Chief of the Atlantic City Beach Patrol. The goal of the Foundation is to provide scholarship tuition and other assistance to deserving local individuals and organizations. The scholarship recipients are selected based upon scholastic achievement and demonstrated financial need. The Foundation expanded in 1995 to honor William D. Fox, a former Atlantic City lifeguard and police officer, who passed away in 1994. In 1999, the Foundation expanded to honor the memory of Samuel "Sonny" Schwartz by donating to the "Dorrington" Hockey Foundation and Gilda's Club. In 2005, the Foundation expanded again to honor the memory of Officer Thomas J. McMeekin of the Atlantic City Police Department, who died in the line of duty. Tom was also a former lifeguard, said Brown.
