A highlight of the program was a presentation by Pastor Lou Strugala, the first and only Chaplain of the Atlantic County Prosecutor's Office and leader of Church by the Bay in Galloway, New Jersey. Pastor Strugala delivered a powerful message centered on resiliency, chaplaincy, and leadership, introducing his CARES framework, said Reynolds.

The CARES framework includes:

  • Chaplaincy
  • Active support
  • Resiliency
  • Engagement
  • Spiritual strength

”The CARES model emphasized the importance of proactive engagement, spiritual grounding, and building resilient individuals and agencies capable of meeting the daily demands of law enforcement service, said Reynolds.

"Leadership in law enforcement requires more than authority—it demands resilience, accountability, and a commitment to the well-being of those we lead," said Prosecutor Reynolds. Pastor Strugala's CARES framework underscores the importance of supporting the whole person —professionally, mentally, and spiritually—so our agencies remain strong, prepared, and mission-The event reflects the Atlantic County Prosecutor's Office's continued commitment to strengthening leadership, fostering collaboration across jurisdictions, and prioritizing the wellness of professional law enforcement officers,” said Reynolds.
