• An EHT man is accused of obtaining more than $361,000 from two homeowners
  • Police say he allegedly used fake fees and impersonated professionals and officials over the phone
  • Brigantine Police are asking potential additional victims to contact them

Brigantine, N.J. — An Egg Harbor Township man is facing multiple fraud charges after investigators say he obtained more than $361,000 from people by creating false claims about permit costs, geotechnical testing, legal bills, and fines, and then impersonated engineers, city officials, architects, and an attorney over the phone to make it all seem legitimate.

49-year-old Kevin O. Crafton, who was charged on September 8, was arrested on September 21 and lodged at the Atlantic County Justice Facility.

How the Scheme Worked

According to the Brigantine Police Department, Crafton was working as a foreman for LDC Design & Construction, LLC, when two people came forward in July, reporting that they had been defrauded during work performed on their homes in 2024 and 2025.

An investigation found evidence that Crafton allegedly created false impressions about permitting costs, geotechnical testing, legal fees, and fines that did not exist or occur.

To pull it off, authorities said Crafton created Voice over Internet Protocol (VoIP) phone numbers that he used to call the victims while impersonating engineers, city officials, architects, and an attorney, giving the false charges the appearance of legitimacy.

Charges

Crafton faces theft by deception, four counts of criminal impersonation, computer criminal activity, forgery, and falsifying records.

Anyone who had home improvement work performed by Crafton or LDC Design & Construction, LLC, and believes they may also be a victim, is asked to contact Brigantine Police at (609) 264-7909.

The public is reminded that charges are accusations and all persons are considered innocent until proven guilty in a court of law.
