Brigantine, N.J. — An Egg Harbor Township man accused of defrauding Brigantine homeowners of more than $361,000 has been ordered to remain detained at the Atlantic County Justice Facility.
49-year-old Kevin O. Crafton was ordered to remain detained on Wednesday on charges of second-degree theft by deception, criminal impersonation, computer criminal activity, forgery, and falsifying records.
Crafton, who was charged on September 8, was arrested on September 21st.
How the Scheme Allegedly Worked
According to the Brigantine Police Department, Crafton was working as a foreman for LDC Design & Construction, LLC, when two people came forward in July, reporting that they had been defrauded during work performed on their homes in 2024 and 2025.
An investigation found evidence that Crafton allegedly created false impressions about permitting costs, geotechnical testing, legal fees, and fines that did not exist or occur.
To pull it off, authorities said Crafton created Voice over Internet Protocol (VoIP) phone numbers that he used to call the victims while impersonating engineers, city officials, architects, and an attorney, giving the false charges the appearance of legitimacy.

The public is reminded that charges are accusations and all persons are considered innocent until proven guilty in a court of law.
