In real time, on Wednesday, December 13, 2023, a majority of the Atlantic City Council will not attend a special meeting that was called last Friday by Atlantic City Mayor Marty Small.

As Mayor, Small can call for a special meeting … however, he has no authority over City Council Members.

I spoke with City Councilman George Tibbitt who said, “we will not attend a special meeting while residents in numerous hosting authority apartments are suffering,” said Tibbitt.

Tibbitt, along with a majority of City Council wanted a special meeting called to help the residents who are dealing with no heat or hot water.

Small and City Council President Aaron “Sporty” Randolph refused to call a special meeting.

Now, they want a special meeting to award a no bid contract for property insurance according to Tibbitt.

The current property insurance coverage allegedly expires tonight at 12:00 midnight.

The following 5 City Council Members have refused to attend tonight’s special meeting:

  • George Tibbitt
  • LaToya Dunston
  • Jesse Kurtz
  • Bruce Weekes, Jr.
  • MD Morshed

The Small strategy for awarding the property insurance contract is to do a Request for Qualifications process and not a Request for Proposals.

This allows for anyone to be selected and not the lowest, responsible bidder.

Tibbitt advised me that the property insurance increased by $ 900,000 using this strategy last year.

The state can override the fact that a majority of City Council Members would not attend this hastily called meeting. They can approve Small’s desired choice if they wish.

Tibbitt said, “Why did they wait until the last minute to make this an emergency”?

Tibbitt advised that Small did the exact same thing last year.
