Willingboro, N.J. — A Burlington County man has been charged in connection with the alleged theft of nearly $191,000 following a canceled artwork transaction.

38-year-old Andrew Foster of Willingboro was charged with four counts of second-degree theft, third-degree failure to pay New Jersey income taxes, and third-degree failure to file a New Jersey income tax return.

Investigation Began After Buyer Reported Missing Funds

According to the Burlington County Prosecutor's Office, an investigation began after they were contacted by an attorney representing the buyer who indicated that his client was the victim of theft that occurred after a negotiated artwork transaction was terminated.

The investigation revealed that Foster's company, Genesis 8 Holdings, LLC, in Willingboro, received payments totaling $240,833 for a painting he was brokering between the seller and buyer. Further investigation revealed that after the deal fell through, Foster refunded just $50,000 to the buyer, leaving a balance of $190,833 that was never returned. The victim alleges that multiple requests to have the money returned were ignored by Foster.

Arrest Made at Newark Liberty Airport

Foster was arrested at Newark Liberty International Airport last week before he was able to board a flight to Copenhagen, Denmark. He has since been released following an initial court appearance.

The public is reminded that charges are accusations and all persons are considered innocent until proven guilty in a court of law.
