A Philadelphia man has pleaded guilty to eluding, resisting arrest, and drug-related charges in connection with three incidents in Atlantic City in 2025.

On Thursday, 22-year-old Justice Castro pleaded guilty to second-degree eluding, third-degree possession with intent to distribute CDS, and fourth-degree resisting arrest. A plea deal calls for a recommended sentence of three years in state prison.

According to the Atlantic County Prosecutor's Office,

  • On July 3, 2025, Atlantic City police observed an assault in progress. Officers approached a woman and Castro for investigation. Castro immediately ran from officers.
  • On November 12, 2025, Atlantic City police observed Castro working in conjunction with three other men to distribute narcotics out of a Nissan Altima. A search of Castro revealed a baggy of cocaine and numerous wax folds which he attempted to conceal in his groin area. Castro admitted during his plea to possessing the drugs with the intent to distribute them.
  • On November 17, 2025, Atlantic City police attempted to conduct a traffic stop on a stolen vehicle driven by Castro. Instead of pulling over, Castro accelerated at a high rate of speed and drove the vehicle recklessly. He evaded police and drove onto the Atlantic City Expressway, where he also failed to pull over for state troopers. The vehicle was abandoned on the Expressway, and Castro's wallet was left behind on the driver's seat. Castro admitted to being the driver of the stolen vehicle and to eluding law enforcement.

Sentencing is scheduled for August 7th.
